The short answer
Indian citizens do not need the old-style Inner Line Permit merely to enter Leh, but tourist fees and route documentation remain relevant for protected or regulated circuits. Foreign nationals may require a Protected Area Permit arranged through a registered local travel agency for designated areas. Rules can change with security and administration orders.

Areas and route choices
Leh town and common nearby sights do not use the same checkpoint process as Nubra, Pangong, Tso Moriri, Hanle and other sensitive eastern or northern circuits. A place being visible on an online map does not mean the direct connecting road is currently open or authorised for every nationality.
- Select only routes that match your real itinerary.
- Reconfirm Hanle, Chushul, Umling La and other border-side access shortly before departure.
- Carry the original identity document used in the application.
- Print several copies if your driver or agent advises checkpoint submission.
